Expands eligibility for burial in the West Virginia state veterans' cemetery to include former National Guard and military reserve members (including IMA, AGR, ART, and Traditional Reserve) who served at least four years, were state residents for two consecutive years prior to death or enlisted in WV units, and received other than dishonorable discharge

Applies retroactively to eligible decedents who passed away after March 15, 2022

Establishes the Burial Equity Grant Program administered by the Department of Veterans Affairs, providing grants of up to $1,000 to families of eligible individuals to cover burial costs on a first-come-first-serve basis

Creates the Burial Equity Fund in the State Treasury with an initial appropriation of $50,000 by September 1, 2025, to fund the grant program

Fund may also receive federal money and private donations, with any remaining balance carrying over to the next fiscal year rather than reverting to general revenue
