Doubles the fee on real estate transfers from $20 to $40, collected by county clerks before recording property title transfers and deposited into the Affordable Housing Fund

Allows the West Virginia Housing Development Fund to use up to 1% of collected fee revenues to cover administrative and operating costs, changing from the previous prohibition on using any of these funds for administration

Requires the Housing Development Fund to segregate these fee revenues from other funds, account for them separately, and publish monthly online reports of all deposits and expenditures including recipients and contractors
