Creates presumption that reasonable repair attempts have been made after 3 or more repair attempts for the same issue, or if the home is uninhabitable for 30+ cumulative days during repairs

Requires dealers to disclose in writing any post-shipment repairs exceeding 5% of the manufacturer's suggested retail price, including transit damage

Mandates Attorney General establish third-party dispute resolution process for warranty disputes, which consumers must use before filing civil action if such process exists
