Adds "flowers of the plant" as an approved form in which medical cannabis may be dispensed to patients and caregivers with valid identification cards

Maintains existing requirements that patients must have practitioner certification and valid state-issued identification cards to receive medical cannabis

Preserves restrictions on growing and dispensing cannabis only by licensed grower/processors and dispensaries with bureau permits

Continues to allow patients and caregivers to incorporate medical cannabis into edible form for personal ingestion purposes
