Allows medical cannabis patients with valid identification cards and their registered caregivers to grow cannabis plants at home for the patient's personal consumption

Limits home cultivation to a maximum of 10 cannabis plants per patient, with no more than 5 mature, flowering plants at any time

Adds dry leaf and plant forms to the list of allowable medical cannabis forms that may be dispensed to patients and caregivers

Removes the prohibition on smoking medical cannabis by striking that provision from the list of unlawful uses

Modifies the restriction on growing medical cannabis to apply only to commercial cultivation, allowing personal cultivation for qualifying patients
