Mandates that all elections in West Virginia use paper ballots exclusively

Eliminates early in-person absentee voting for all registered voters, effective with the 2026 primary election

Restricts absentee ballot eligibility to only two groups: active members of the six U.S. Armed Forces branches (Army, Marine Corps, Navy, Air Force, Space Force, Coast Guard) and persons who are handicapped or disabled

Removes current absentee voting provisions for voters who are traveling, attending college, working, incarcerated for non-felonies, participating in address confidentiality programs, or serving as elected officials outside their county

Eliminates electronic absentee voting and emergency absentee ballot provisions currently available for hospitalized voters, nursing home residents, and first responders
