Modifies the school aid formula calculation for year-round schools and alternative placement schools by using enrollment figures from the date of maximum enrollment during the school year

Multiplies the full-time equivalent enrollment at year-round and alternative schools by 1.5 times the number of students enrolled at peak attendance

Amends §18-9A-2 of the West Virginia Code to add a new subsection (i)(6) defining this enrollment calculation method for net enrollment purposes

Increases state funding for these school types by counting students based on highest annual attendance rather than standard enrollment dates
