Requires all West Virginia Medicaid managed care organizations to contract with any willing hospital, doctor, behavioral health provider, or other provider in a Medicaid region who accepts the same payment rates and terms as comparable providers

Establishes eligibility criteria for provider participation: must meet Medicaid enrollment requirements, hold proper professional and business licenses, possess a Medicaid provider number, and satisfy managed care credentialing requirements

Disqualifies providers from participation if they are excluded from Medicare or Medicaid programs

Creates an "any willing provider" policy that prevents managed care organizations from excluding otherwise qualified providers from their networks
