Authorizes county commissions to establish a "County Daycare Authority" as a public agency to provide affordable daycare services to county residents following voter approval by referendum

Citizens can petition for a county daycare referendum with signatures from 10% of registered voters who voted in the last gubernatorial election, or county commissions can initiate the referendum themselves

Allows counties to fund daycare operations through a voter-approved levy, tax, or fee; alternatively, county commissions may establish a daycare without referendum if they can fund it without new taxes

Creates a five-member authority board appointed by the county commission, including one county commissioner or designee, two parents, one finance expert, and one child development/education expert serving three-year terms

Requires daycare service fees to be scaled based on parents' or guardians' ability to pay, and permits two or more adjoining counties to combine resources through a memorandum of understanding
