Creates the "Police Partnering With Communities Fund" within the West Virginia State Treasurer's Office to reimburse the full housing costs of police officers who choose to live in distressed areas where they work

Defines "distressed areas" as economically disadvantaged, low-income areas with higher-than-average crime rates, specifically census tracts with at least 20% poverty rate or median family income no greater than 80% of the area median

Requires police officers seeking reimbursement to provide documentation of their physical address in a distressed area and proof of employment with a city, municipal, or county police department

Directs the State Treasurer's Office to assign professional and clerical staff to oversee the fund, with actual funding to be provided through a separate appropriations bill

Takes effect July 1, 2025
