Requires the West Virginia Secondary School Activities Commission to promulgate rules through the Legislative Oversight Commission on Education Accountability rather than the general administrative procedures process

Allows the commission to revoke coaching credentials for coaches found guilty of illegally recruiting student athletes

Establishes new transfer eligibility rules: eighth graders advancing to ninth grade can transfer without losing athletic eligibility; students transferring before June 15th of their eighth grade year retain eligibility; students can transfer back to their home school by June 15th of ninth or tenth grade without penalty

Requires WVSSAC approval for transfers after June 15th of 11th grade or during 12th grade to maintain athletic eligibility

Creates new academic eligibility standards for incoming ninth graders, allowing athletic participation if the student completed eighth grade with a 2.0 GPA or had no final failing grades in any course
