Specifies circumstances for recall: protracted illness or medical condition of a sitting judge, lengthy suspension, unfilled vacancy, excess of pending matters identified through statistical analysis, or to mentor/assist sitting judges

Sets per diem compensation caps at $430/day for senior circuit/intermediate court judges and justices, and $325/day for senior family court judges

Limits combined annual per diem and retirement benefits to not exceed the salary of a sitting judge in that position, unless the Chief Justice certifies extraordinary circumstances requiring extended assignment

Allows reimbursement for actual and necessary expenses incurred by recalled senior judges and justices in performing their duties
