Authorizes the Department of Human Services to transfer ownership of state-owned land and buildings to local nonprofit organizations operating comprehensive regional mental health centers or intellectual disability facilities at zero purchase price

Requires transferred properties to have been leased to the nonprofit at nominal or below-market rates on or after January 1, 2025, and must continue being used for mental health or intellectual disability services

Shifts all maintenance, upkeep, and property/casualty insurance costs to the receiving nonprofit organization upon transfer

Allows nonprofits receiving property to make renovations, use the property as collateral for loans, or transfer ownership to other nonprofits provided service requirements continue to be met

Exempts these transfers from standard state bidding, public sale, and Department of Administration/Attorney General approval requirements
