Reserves 5% of all elk hunting permits issued in West Virginia for state residents who are honorably discharged veterans of the U.S. armed forces

Applies to the elk management area covering Logan, Mingo, McDowell, and Wyoming counties in their entirety, plus portions of Boone, Lincoln, and Wayne counties

Requires the Director of Natural Resources to incorporate this veteran permit allocation into the rulemaking process for establishing hunting application fees and procedures

Maintains existing elk management framework including the Elk Damage Fund (funded by 10% of application fees) and criminal penalties for illegal elk hunting ranging from misdemeanor fines up to felony imprisonment for repeat offenders
