Defines "on-track equipment" as any tender, motor unit, freight or passenger car, or maintenance of way equipment used to inspect, maintain, and repair railroad tracks

Expands existing railroad crossing stop requirements to apply when on-track equipment (not just trains) is approaching, signaled by warning devices, crossing gates, flagmen, or audible signals within 1,500 feet

Requires drivers to stop within 50 feet but not less than 15 feet from the nearest rail when on-track equipment poses an immediate hazard or is plainly visible in hazardous proximity to a crossing

Violation remains a misdemeanor punishable by a $100 fine or up to 10 days imprisonment, plus three points against the driver's license (exception applies for malfunctioning signal devices)
