Establishes a Troops-to-Teachers program requiring the State Superintendent to actively recruit veterans and military retirees to become public school teachers

Grants professional teaching certificates to honorably discharged armed forces officers and non-commissioned officers who hold a bachelor's degree related to the teaching position, demonstrate prior military instructor certification, and pass state-approved basic skills and subject matter tests

Exempts qualifying veterans from additional teacher certification requirements beyond passing subject matter tests and completing a criminal history check

Provides veterans with hiring preference in accordance with existing West Virginia veterans' preference laws (§6-13-1)
