Expands the definition of "owner" for dilapidated and abandoned properties to include corporations, LLCs, trusts, and other entities that maintain or own such structures

Authorizes municipalities to create a credit reporting mechanism to report individuals and organizations that own abandoned or dilapidated structures

Requires property owners, including corporate entities, to bear sole liability and pay demolition costs when municipalities tear down their abandoned or dilapidated structures

Strengthens municipal authority to research and identify ownership of abandoned properties, including when ownership is held through various business entities or trusts
