Creates "The Matthew Casey Wethington Act for Substance Abuse Intervention" allowing adult spouses, parents, relatives, friends, or legal guardians to petition for involuntary substance abuse treatment of an impaired individual

Permits filing in circuit or magistrate court of the county where the respondent resides or is found, requiring the applicant to verify the person has a substance use disorder and presents a danger to self, family, or others

Applicant must guarantee payment for all treatment costs, including examination and transportation expenses ordered by the court

Court must hold a hearing within 10 days, with the respondent examined by a qualified health professional no later than 24 hours before the hearing

If the court finds proof beyond a reasonable doubt that treatment is needed, it may order involuntary treatment for up to 60 consecutive days or up to 360 consecutive days, with failure to comply constituting contempt of court
