Prohibits K-12 schools, public charter schools, and state higher education institutions from requiring instruction or affirmation that any race, ethnic group, or biological sex is inherently superior, that individuals are inherently racist/sexist based on their identity, or that meritocracy is racist or sexist

Protects school employees from being required to use pronouns inconsistent with a student's biological sex (defined as reproductive biology and genetics at birth), and shields employees and school boards from civil liability for using biological sex-consistent pronouns

Bans state colleges and universities from establishing or maintaining diversity, equity, and inclusion (DEI) offices or officers, with exceptions for Title IX compliance, disability services, student recruitment, accreditation requirements, and federally-required programs

Requires state higher education institutions to reallocate any funds previously designated for DEI offices toward merit scholarships for lower-income, middle-income, or first-generation students, or to reduce tuition for resident students

Mandates annual compliance reporting to the Joint Committee on Education by July 1, with institutions prohibited from expending legislative appropriations if reports are not filed; establishes complaint procedures for alleged violations at all educational levels
