Applies the spending cap to both candidates and their political committees, as well as persons supporting or opposing a candidate

Requires the expenditure limit to be reported on financial statements, with total expenditures not exceeding the salary threshold

Amends West Virginia's campaign finance record-keeping and reporting requirements in §3-8-5 and §3-8-5a of the state code
