Adds a mandatory life sentence without possibility of parole, commutation, or release for adults 18+ convicted of sexual offenses against children under 12 if they have a prior conviction for such crimes against children

Establishes a 20-40 year prison sentence for first-time adult offenders convicted of sexual assault, sexual abuse, or related offenses against children

Eliminates eligibility for sentence suspension, probation, pardon, or early release for persons convicted of using minors in sexually explicit filming (punishable by up to 10 years and $10,000 fine)

Eliminates eligibility for sentence suspension, probation, pardon, or early release for persons convicted of human trafficking, with penalties of 3-15 years and up to $200,000 fine for trafficking adults, or 5-20 years and up to $300,000 fine for trafficking minors

Updates statutory language by replacing "penitentiary" with "state correctional facility" throughout the affected code sections
