Amends West Virginia Code §22-6-24 to update requirements for plugging abandoned oil and gas wells, establishing definitions for "modern wells" (all casing strings except production and conductor cemented to surface) and "non-modern wells"

Eliminates the four and one-half inch casing requirement for modern wells when plugging through coal beds, provided casing is perforated at required intervals, cement plugs properly placed and tagged, and monitoring/documentation requirements are met

Removes the requirement to pull intermediate or surface casings for non-modern wells under specified circumstances, allowing uncemented casing strings to remain if perforated at cement plug depths

Requires no more than two casing strings be perforated at once, with cement plugs tagged to ensure adequate fill and monitoring documented to verify proper sealing within the casing

Takes effect July 10, 2025 (90 days after passage on April 11, 2025)
