Defines "rural county" as a county with total enrollment of less than 2,200 students that has students with Individualized Education Plans (IEPs)

Increases the per-child funding allotment to a 3:1 ratio for students with IEPs enrolled in rural county school systems

Requires both the State Board of Education and the county Board of Education where rural students reside to assist in implementing the increased per-child allotment

Amends the Public School Support article of West Virginia Code by adding new section §18-9A-2b
