Counties and municipalities evaluating orphan road acquisition must consider factors including available resources, number of persons served, road condition, and suitability for maintenance equipment access

Property owners must dedicate or donate rights-of-way for roads to be added to county or city systems; if not all owners agree, individuals or entities may donate funds to cover acquisition costs

Creates Infrastructure Only Common Ownership Associations allowing homeowners to form associations specifically for managing shared infrastructure including roadways, utilities, telecommunications, water drainage, and sewers
