Establishes the Great Expectations Pilot Program to support foster children transitioning to community and technical college through dedicated full-time coaches who provide life-coaching, college navigation, and connection to support services

Chancellor of the WV Community and Technical College System will select one institution for the pilot program based on institutional standing

Coaches will assist foster youth with skills assessment, college enrollment, applications, transportation, financial aid, and career planning, including tuition grants covering tuition and fees for eligible students

Allocates $95,000 per year from general revenue to fund the coach's salary, benefits, and program activities for recruitment and support services

Pilot program runs from September 1, 2025, for three years, with the Higher Education Policy Commission evaluating outcomes and reporting to the Legislative Oversight Commission on Education Accountability in July 2029
