Prohibits all public and private higher education institutions in West Virginia from requiring vaccines as a condition of enrollment, employment, or participation in campus activities and services

Bans institutions from offering any rewards or incentives (monetary or otherwise) to students, faculty, or staff for receiving vaccinations or immunizations

Allows institutions to offer free vaccines on campus, but requires informed consent for any vaccines administered on institutional premises

Protects students, faculty, and staff from being denied access to educational programs, services, or employment based solely on their decision not to be vaccinated

Takes effect immediately upon passage, with a severability clause ensuring remaining provisions remain valid if any part is struck down
