Requires programs to explain their reasons for selecting a location and detail policies for ensuring operations will not disrupt public or private functions in the community

Prohibits medication-assisted treatment programs from locating or relocating without express approval from both the county commission and the municipality where the facility would be located

Gives county commissions and municipalities 30 days after receiving notification to convene and decide whether to permit the proposed location
