Authorizes the State Board of Education to create regional school districts by combining up to three contiguous counties that are under or anticipated to be under emergency state control due to inadequate local management

Pilot program may begin July 1, 2025, targeting counties facing shared challenges related to accessibility, funding, population decline, operational efficiency, and topography

Regional school districts would hold the same powers as county boards of education, including authority to consolidate schools and make financial decisions

Decisions made by regional school district leadership supersede those of individual county boards within the district

State Board of Education must propose rules for legislative approval to facilitate the transition process and report to the Legislative Oversight Commission on Education Accountability (LOCEA) on the program's progress
