Creates a new "Class T import license" allowing foreign (out-of-state) brewers to temporarily conduct business in West Virginia for up to 30 days at a time

Class T license permits test marketing and sales of nonintoxicating beer, participation in festival and fair events, and sampling events

License fee set at $100 for the 30-day period

Class T licenses cannot be renewed consecutively but may be reissued for a maximum total of 60 days within any one-year period

Grants the commissioner authority to propose additional requirements for Class T import licenses through rulemaking
