Increases the minimum fine for battery against an athletic official from no minimum to $1,000, with a new maximum of $3,000 (previously capped at $1,000), plus up to twelve months jail time

Applies to offenses committed against athletic officials while they are actively performing their duties

Defines "athletic official" as umpires, referees, or other persons enforcing sports event rules, as well as coaches supervising participants
