Repeals the Legislative Building Commission (Article 4-7) in its entirety, eliminating all 11 sections governing its composition, powers, and operations

Eliminates several expired or obsolete commissions including the West Virginia Sesquicentennial of the American Civil War Commission, Toll Road Study Commission, West Virginia Sentencing Commission, and Equal Pay Commission

Removes legislative members from various remaining oversight commissions while restructuring them so membership is appointed by the President of the Senate and Speaker of the House of Delegates in equal numbers

Modifies the Performance Review Act by removing the Joint Committee on Government Operations while retaining oversight functions under the Joint Standing Committee on Government Organization

Repeals the Legislative Oversight Commission on Health and Human Resources Accountability, Joint Legislative Oversight Commission on State Water Resources, and Commission on Interstate Cooperation, among other bodies
