Requires the State Board of Education to deploy an internet-based "School Choice Portal" by August 1, 2025, for families who homeschool or use other non-public school options to file notices of intent, termination, and other required paperwork

Portal must be secure with role-based access and information privacy, and must serve all 55 West Virginia counties with a single common solution

Families will be able to identify children participating in school choice options, submit and archive required reports, and receive acknowledgment notifications when submissions are received or acted upon

Board may request optional information from parents but cannot require information beyond what is legally mandated, and optional fields must be clearly labeled as such

Development must include consultation with stakeholders from the Board of Education, homeschool community, Microschools, and Hope Scholarship program, with oversight by LOCEA and/or the Joint Committee on Education
