Establishes detailed standards for animal food (must meet National Research Council and AAFCO standards), water (clean, potable, provided at least every 4 hours), and shelter (four-sided structure with roof, raised floor, and appropriate bedding)

Creates specific tethering requirements including minimum tether length of 10 feet or three times the animal's length, prohibition on choke collars, swivel attachments to prevent entanglement, and animals must be at least 6 months old

Prohibits leaving animals outside for more than 15 minutes during extreme weather (above 85°F, below 32°F, or during storms, tornadoes, or floods)

Increases penalties for second or subsequent cruelty violations from 90 days to 6 months minimum jail time, and raises fines from $500-$3,000 to $1,000-$5,000

Creates a statewide, publicly available "do not adopt or sell" registry for individuals convicted of animal cruelty violations a second time
