Amends the funeral expense payment statute for law enforcement, safety, and emergency workers to change eligibility from those "killed while carrying out" official duties to those "who die as a proximate result of the performance of" official duties

Transfers administrative authority from the Secretary of Military Affairs and Public Safety to the Secretary of the Department of Homeland Security

Updates the internal effective date from January 1, 1999 to January 1, 2025 for deaths eligible for funeral expense payments

Maintains the maximum payment of $8,000 for reasonable funeral and burial expenses, with provisions ensuring this amount is available even when combined with other state benefit programs

Eligible workers include law enforcement officers, correctional employees, firefighters (including volunteers), emergency medical services personnel, National Guard members on active duty, and probation officers
