Voter registration applications will include an optional question asking if the applicant wishes to register as an organ donor and be included in the National Donate Life Registry

The Secretary of State is authorized to establish or contract for a donor registry system and must transmit donor information collected through voter registration to the registry

Voter registration cards are added to the list of documents that can display an organ donation statement or symbol, alongside driver's licenses, identification cards, and hunting/fishing licenses

The Secretary of State must provide information about the organ donation program to all persons registering to vote or updating their registration

The Center for Organ Recovery and Education must reimburse the Secretary of State for all costs related to creating and administering the donor information transmission system; if not reimbursed, the Secretary is absolved of responsibilities to collect and provide donor records
