Changes the Cabell County Board of Education's funding obligation to the Greater Huntington Park and Recreation District from mandatory ("shall") to permissive ("may")

Allows the Board of Education to provide funds through special and excess levies to support the park district, rather than requiring such contributions

Maintains existing levy rates for the Board of Education's potential contributions: Class I property at 0.433 cents, Class II at 0.866 cents, and Class III/IV at 1.73 cents per $100 assessed valuation

Does not change funding requirements for other governing authorities (Cabell County Commission, Wayne County Commission, City of Huntington, and Town of Milton), which remain mandatory upon written request from the Park Board
