Repeals seven sections of West Virginia Code (§16-3-7 through §16-3-13) that previously governed the prevention and treatment of inflammation of the eyes in newborns (ophthalmia neonatorum)

Eliminates requirements for those assisting at childbirth to report cases of newborn eye inflammation and provide treatment

Removes duties of local health officers and the state director of health related to newborn eye inflammation prevention

Eliminates the mandatory use of prophylactic medication in newborns' eyes and associated reporting requirements by county commission clerks

Removes criminal penalties for violations of the repealed newborn eye care requirements

Takes effect July 9, 2025 (90 days after passage on April 10, 2025)
