Establishes applicant requirements including West Virginia residency (or intent to become resident), no disqualifying criminal record, no revoked or surrendered licenses due to misconduct, and no pending investigations in other states

Mandates boards provide written decisions within 60 days of receiving complete applications, with applicants able to appeal denials to a court of general jurisdiction

Preempts township, municipal, and county governments from regulating occupational licenses, and exempts certain professions including attorneys, physicians, physician assistants, pharmacists, and law enforcement from this universal recognition framework
