Advanced Career Education (ACE) programs currently administered by county boards of education must transfer to community and technical colleges within their consortium service district between July 1, 2025, and June 30, 2026

County boards and community colleges must enter memoranda of agreement covering facility use, equipment transfer, and personnel terms, with colleges paying proportional shares of utilities and maintenance costs for continued facility use

All employees whose primary duties involve ACE programs transfer to community colleges at no less than their current hourly rate, with accumulated leave either transferred or paid out by the county board

Transferred employees may participate in the Higher Education Retirement Plan, though those in the Teachers Retirement System as of June 30, 2025, may elect in writing by August 1, 2026, to remain in TRS permanently

Adults enrolled in vocational programs are removed from the public school net enrollment funding formula, repealing provisions that previously allowed up to 2,500 full-time equivalent adults to be counted for school aid purposes
