Establishes a new cost-sharing formula for jail bills of individuals convicted of misdemeanors, splitting costs between the state, county, and municipality based on which law enforcement agency made the arrest and the population size of the municipality

State pays 100% of jail costs for arrests made by state agencies on Interstate highways or state property; for arrests in municipalities, costs are divided with state paying 35-50%, counties paying 35-50%, and municipalities paying up to 30% depending on population

County and municipal agencies that make arrests share jail costs based on population thresholds: municipalities with 40,000+ residents pay up to 75% while those under 10,000 residents have costs fully covered by the county

Provides jail bill reductions for low-income counties: counties ranked 51-55 by per capita income receive 30% reduction, ranks 46-50 receive 20% reduction, and ranks 41-45 receive 10% reduction

Removes existing provisions that made counties responsible for pretrial inmates and convicted misdemeanants, and eliminates the tiered per diem rate structure based on pro rata share of inmate days
