Permits property owners who remove trees themselves to file claims against the state to recover removal costs and expenses

Creates a shortened claims procedure for tree removal reimbursement when the state agency concurs with the claim and the amount does not exceed $10,000

Requires property owners requesting tree removal to provide their contact information, description of the trees, and explanation of why the trees threaten their structures
