Expands the prohibition on state contracts with companies that boycott Israel to explicitly include "exempt agencies" — spending units that have been exempted from some or all purchasing requirements under state code

Maintains the existing requirement that public entities cannot enter contracts valued at $100,000 or more with companies unless the company certifies in writing it is not engaged in a boycott of Israel

Defines "boycott of Israel" as actions intended to penalize, inflict economic harm on, or limit commercial relations with Israel or companies based in Israel or Israeli-controlled territories

Applies to companies with 10 or more employees that operate for profit, excluding sole proprietorships

Declares any contract violating these requirements void as against public policy, with amendments taking effect upon passage
