Expands eligibility for the WV Invests Grant Program to allow individuals who already hold a post-secondary degree to qualify if they are pursuing an associate degree or certificate in emergency medical services

Currently, the WV Invests Grant requires applicants to have no prior post-secondary degree; this bill creates an exception specifically for EMS training programs

All other existing eligibility requirements remain unchanged, including West Virginia residency for at least one year, completion of secondary education, drug testing, and enrollment in at least six credit hours per semester

Grant recipients must still complete at least eight hours of unpaid community service and agree to remain in West Virginia for two years after obtaining their degree or certificate, or repay the grant with interest
