Creates a new statutory right allowing adult siblings (age 18+) to petition circuit or family courts for visitation with minor siblings, including blood, half, step, and adoptive siblings

Courts must find that visitation is in the best interests of the child and will not substantially interfere with the parent-child relationship before granting visitation

Establishes 13 factors courts must consider, including the child's age, existing relationship between siblings, time since last contact, any history of abuse by the petitioning sibling, and parental preferences

Allows courts to impose conditions on visitation, including supervised visitation or restrictions on influencing the child's religious beliefs or engaging in activities contrary to parental preferences

Creates a misdemeanor offense (up to 30 days jail or $100-$1,000 fine) for siblings who allow contact between the minor child and any person precluded from visitation by court order
