Makes it a felony to willfully injure, intimidate, or interfere with any person's constitutional rights when the victim is intentionally selected based on their actual or perceived protected characteristics, punishable by up to $5,000 fine and/or up to 10 years imprisonment

Prohibits conspiracy to commit bias-motivated violence, with the same felony penalties applying when persons assemble to teach techniques for causing harm in furtherance of such violations

Restricts the use of constitutionally protected speech or associations as evidence in prosecutions unless specifically related to the crime charged and probative of intent to target a specific victim

Requires judges to consider alternative sentencing options including deferred adjudication and community corrections programs for convicted offenders, designating these amendments as "Angel's Law"
