Prohibits county boards from authorizing home instruction when there is a pending child abuse or neglect investigation against either custodial parent or the person instructing the child

Bars home schooling when either custodial parent or the person providing instruction has ever been convicted of domestic violence or child abuse/neglect

Applies specifically to the type of home instruction that requires county board approval (as opposed to the self-directed home instruction option with annual assessments)

Designates the legislation as "Raylee's Law"
