Adds a 1.5 weight multiplier for special education enrollment (based on December 1 exceptionality count) when computing service personnel funding, providing additional money for counties to employ special education aides

Immediately implements higher service personnel ratios per 1,000 students that were previously scheduled to phase in through 2025: 53.79 for high-density counties, 54.35 for medium-density, 54.92 for low-density, and 55.50 for sparse-density counties

Authorizes the Department of Education to retain up to $15,000,000 annually from instructional improvement allocations to implement a replacement uniform budgeting and accounting system for school districts

Allows county boards to use up to 50% of their teacher and leader induction allocation for Safe Schools Fund projects established under state code

Prohibits county boards with net enrollment below 1,400 students (who receive adjusted enrollment calculations) from receiving increased enrollment funding under the state aid formula
