Requires any person convicted of a crime under West Virginia's sexual offenses statute (§61-8B-1 et seq.) to register as a sex offender, including those convicted of sexual extortion and aggravated sexual extortion under the current §61-8B-6

Clarifies that persons previously convicted under the former §61-8B-6 (sexual assault of a spouse), which was repealed in 2000, must continue to register as sex offenders

Reorganizes the numbered list of offenses requiring sex offender registration by separating the former spousal sexual assault provision into its own subsection for clarity

Applies both retroactively and prospectively to covered offenses, meaning past and future convictions trigger registration requirements
