Amends the statute of limitations for personal injury lawsuits by minors, reducing the filing window from 18 years after reaching the age of majority to 2 years after reaching the age of majority

Creates an exception for sexual assault or sexual abuse claims against perpetrators, allowing victims 18 years after reaching majority or 4 years after discovery, whichever is longer

Adds exception for claims involving entities covered by the Board of Risk and Insurance Management (BRIM) under Chapter 29, Article 12

Claims against persons or entities that aided, abetted, or concealed sexual assault or abuse must be brought within 18 years after reaching majority, except for BRIM-insured parties

Removes the provision that extended the statute of limitations retroactively for cases where the earlier limitation period had already expired
