Honors Vernon Tustin (born May 21, 1936) and Vincent Tustin (born June 1, 1937), both U.S. Army veterans from Wetzel County, with Vernon serving during the Korean Conflict

Recognizes that Vernon and Vincent were two of eight brothers, seven of whom served in the United States military

Requires the Division of Highways to produce and place signs identifying the bridge with its memorial name

The bridge carries CR 250/12 over West Virginia Fork of Fish Creek in Wetzel County
